Chapter 6.16 - VIOLATIONS
- 6.16.010 - Prohibition against permitting dogs at large.
It shall be unlawful for the owner of any dog, whether licensed or unlicensed, to permit or allow such dog to be at large anywhere in the city. The provisions of this section shall not apply to: (1) a dog at large on any ranch or similar undeveloped property with permission of the property owner; and (2) a dog entered in a dog show or field trials, and under the reasonable control of a competent person.

6.16.020 - Leash requirement in specified areas.
It is unlawful within the city for the owner of any dog, whether licensed or unlicensed, to permit or allow such dog to be away from the premises of its owner at any time if not securely restrained by a leash except in facilities enclosed by a fence or other restraining barrier where dogs are allowed to be un-leashed such as lawfully established and operated dog parks, and then only to the extent authorized by regulations applicable to the facility.- 6.16.050 - Prohibition against dogs harassing, threatening, or injuring persons.
It is unlawful for the owner of any dog to suffer or permit the same to annoy and harass, chase, threaten to inflict, or inflict injury on any person.

6.16.055 - Dogs killing domesticated animals or other dogs.
It is unlawful for the owner of any dog or other domesticated animal to suffer or permit the same to cause the death of another dog or other domesticated animal, except where the offending animal is acting in self-defense, or where the incident occurs on the property of the owner of the offending animal. The poundmaster may impound any dog or domesticated animal found at large in violation of this section, and the poundmaster may declare the dog or domesticated animal to be a vicious animal and proceed under the procedure set forth in Section 6.20.050 of this code.

6.16.060 - Prohibition against dogs threatening or injuring wild game or livestock.
It is unlawful for the owner of any dog to suffer or permit the same, under any circumstances, to chase, threaten to inflict or inflict injury, of any kind on any wild game or on any domestic livestock, including cows, sheep, horses, and chickens.

6.16.070 - Defecating on public or private property.
It is unlawful for the owner of any animal to allow or permit such animal to defecate on any public property or improved private property other than that of the owner.

6.16.080 - Unrestrained vicious animals or potentially dangerous dogs.
It is unlawful to permit any vicious animal or potentially dangerous dog to go unrestrained. Any vicious animal or potentially dangerous dog may be required by written order of the poundmaster to be confined to its owner's premises and allowed at liberty only under the direct control of the owner while on a substantial leash, not exceeding six feet in length, and properly muzzled to prevent harm or injury to the public.

6.16.090 - Prima facia evidence of violations.
Proof that an animal was found at large in violation of any of the provisions of this title, together with proof that the defendant was the owner of such animal at the time, shall constitute prima facia evidence that the defendant allowed or permitted the animal to be at large or otherwise act in violation of the provisions of this title.
